Council Plan 2026-2036


The Council Plan brings together our Strategic Community Plan, Corporate Business Plan, and Public Health Plan into a single, cohesive framework. It sets the direction for our future and outlines how we will support the community through clear priorities, projects, and services.

Guided by the questions “Where are we now? Where do we want to be? And how do we get there?”, the Plan is designed as a “live” document that will evolve over time as community needs, priorities, and opportunities change. This approach strengthens alignment between planning, budgeting, and service delivery, while improving transparency, accountability, and advocacy. It also reflects our shared commitment to celebrating the magic of our People, Planet and Place, while supporting Prosperity through strong Performance.

The draft Plan has been developed with the community, for the community – and now we want to hear from you. Your feedback will help ensure the final Plan reflects the needs, priorities, and aspirations of our whole district. Here's how you can help shape the future of our district in just 15 minutes:

What we want to learn

This consultation focuses on the overall direction, priorities, and proposed projects within the Plan. Through your feedback, we want to understand:

  • Do the priorities and projects reflect community needs?
  • Is the Plan clear and easy to understand?
  • Does the proposed direction feel achievable and appropriate?
  • Are there any concerns that need to be addressed?
  • Are there any gaps or other suggestions for improvement?

What happens next?

After the consultation period:

  1. All submissions will be reviewed and analysed
  2. Feedback will be considered and used to refine the draft Plan where appropriate
  3. A report will be presented to Council summarising submissions and recommending adoption, with or without changes

Who we want to hear from

We want to hear from everyone in our community, as this Plan will guide decisions that affect the whole district. This includes:

  • Residents & families
  • Businesses & producers
  • Students & young people
  • Volunteers & community groups
  • Health, education & emergency workers
  • Visitors & workers

Put simply: If you live, work, invest, or spend time in the Shire, we want to hear from you.

A series of brief optional demographic questions are included in the questionnaire to gather general information only, which will help us understand who is participating and who we’re hearing from. This ensures feedback reflects the broader community and helps identify where further engagement may be needed.

If you prefer reading a hard copy or providing your feedback in writing, you can download and print a the survey from the item Attachments on this page (alongside the draft Plan). Alternatively, visit any of the following locations during open hours:

  • Balingup Library

All written submissions must be returned to the Shire Administration Office by the end of the consultation period.
