Balingup Recreational & Sporting Master Plan
Purpose - why are we doing this project, what are the objectives?
The intent of the Master Plan is to assess the future sport and recreational needs of Balingup residents having regard to current facility provision and potential gaps which need to be addressed. It will also ensure that any planned future development provides both contemporary and viable facilities for the whole community.
We want to hear from you!
The following survey has been prepared based on the context and background information received during initial consultation completed early in May. The survey is intended to provide you with the opportunity to contribute to this process, and should take no longer than 10 to 15 minutes to complete.
Your responses will help us better understand how you use the recreational and sporting facilities in Balingup, serving as the foundation of the Master Plan and guiding the priorities for future investment of the Balingup community. The survey closes on Monday 15 June 2026.

The project is being delivered in three key phases:
Phase 1 – Foundations & Initial Engagement (completed)
- Compilation and review of existing data, plans and local context
- Early stakeholder engagement, including meetings with facility user groups and clubs
- Community drop-in session held in Balingup to gather initial feedback and insights
- Identification of key issues, opportunities and preliminary strategic directions
Phase 2 – Community Input & Draft Development (in progress)
- Broader community engagement through a public survey
- Analysis of feedback to better understand facility use, gaps and future needs
- Refinement of strategic directions and priorities
- Preparation of the draft Master Plan informed by both stakeholder and community input
Phase 3 – Finalisation & Adoption
- Finalisation of the Master Plan, incorporating all engagement findings
- Presentation of the final Master Plan to Council for consideration and adoption
- Post-adoption implementation, supporting future planning, investment and development for the Balingup community
Community Involvement & Supporting Context - background information
Community and stakeholder engagement is a critical component of the Balingup Recreational & Sporting Master Plan and is being undertaken throughout the development phases. Key stakeholders, facility user groups, local organisations and the broader community are being engaged to inform the development of a shared vision and future priorities for recreational and sporting infrastructure in Balingup.
Targeted stakeholder engagement has been led by the appointed consultant, Otium Planning Group, and has included a mix of structured and informal engagement activities, including:
- Direct one‑on‑one meetings with facility user groups, clubs and key stakeholders
- Facilitated discussions with local organisations and representatives
- A public drop‑in session held at the Balingup Recreation Centre, providing an opportunity for community members to meet with the consultancy team and share initial feedback
Engagement activities have focused on gathering detailed insights into:
- Current facility usage by individuals, clubs and community groups
- The quality, functionality and limitations of existing facilities
- Opportunities for improvement, expansion or redevelopment
- Barriers to access, participation or service delivery
- Future needs, aspirations and long-term visions of user groups
- The capacity of organisations to support or deliver expanded activities and services
Insights gathered through this engagement have provided valuable context for the development of the project’s community survey and will directly inform the strategic directions and priorities identified in the Master Plan.
Broader community input is being captured through the survey process, ensuring that both targeted stakeholder perspectives and wider community views are reflected in the final outcomes. Feedback received will form the foundation of the Master Plan and guide future investment in recreational and sporting infrastructure within Balingup.
Role of Otium Planning Group
Otium Planning Group has been appointed to lead the development of the Balingup Recreational & Sporting Master Plan. The consultant is responsible for undertaking stakeholder and community engagement, analysing existing facilities and usage, and preparing the draft and final Master Plan.
