The Shire of Donnybrook Balingup is looking for a 'can do' person to fill our Technical Officer role. The role supports the Shire's Works and Services Team in the management and administration of its Parks, Gardens, Reserves and associated Infrastructure. The role is a permanent full-time position, and will have opportunities for development

Key areas of responsibilities will be, but not limited to:

Compliance and Administration of Shire Parks and Reserves.

  • Monitor, document and ensure compliance with environmental, safety, and operational standards across all sites (includes Shire's use of ground and river water, under licence allocations)
  • Investigate and report on infrastructure issues and coordinate repairs.
  • Assist in the development, review and monitoring of asset management plans, operational plans, levels of service plans, master plans, strategic plans, policies and procedures.
  • Assist in the preparation of cost estimates for maintenance and capital projects

Contract Administration

  • Oversee, administer and monitor Shire contracts for facilities cleaning, vegetation management and special contracts, ensuring compliance with environmental, safety and operational standards
  • Assist in development of request for tender/quote documents, including specifications, levels of service and KPIs

Reserves and Environment

  • Oversee the strategic management of the Shire's environmental assets and natural resources, including pest and weed management.
  • Oversee the Shire management of trees and vegetation, including condition risk assessments, fenceline clearing permits and pruning and planting programs
  • Develop, review and implement local natural environment strategies, policies and procedures
  • Provide environmental advice for development applications, subdivision applications and other land use matters
  • Provide advice and assistance to staff and report to Council on matters relating to natural resource and environmental management.
  • Prepare and submit environmental projects for external and internal approval, including clearing permits and funding applications.

Compliance and Administration of Shire Cemeteries

  • Ensure all cemetery operations comply with relevant legislation, local laws, and Shire policies.
  • Oversee cemeteries/burial administration processes
  • Maintain accurate records of cemeteries and ensure timely reporting and documentation.
  • Assist in the review and development of documentation relevant to our Shire cemeteries.

We're looking for someone with the following:

  • Formal qualifications in either Horticulture, Project Management, or Environmental related disciplines.
  • Tertiary level qualifications in Horticulture, Project Management, or Environmental related disciplines are required.
  • Comprehensive knowledge of parks, gardens and/or the natural environment
  • 3-5 years of demonstrated experience in parks, gardens, or natural environment management is required.
  • Strong communication, report writing, customer service and computer skills.
  • Demonstrated ability to Interpret and apply Australian Standards and Legislation, including environmental legislation and relevant local government acts.
  • Current 'C' class driver's license.
  • Eligibility to work in Australia as a citizen or permanent resident is required.

Other desirable experience:

  • Excellent time management skills, with an ability to work independently under minimum supervision
  • Demonstrated commitment for delivering exceptional service to both internal and external customers
  • Demonstrated ability to undertake technical investigations and use initiative
