MEDIA RELEASE - Meliora Festival Information

The Shire of Donnybrook Balingup has issued conditional approval to Elysian Art and Music for the Meliora New Year Festival to be held at Lot 199 South Western Highway, Newlands from 29 December 2023 until 1 January 2024 for a maximum of 2,000 people.

The approval includes the ability for onsite camping and has been based on a number of supporting management plans provided by the event organisers. The Shire will be undertaking site assessments during the lead up to the event as well as conducting a post event debrief meeting.

Fire was identified as a key risk and event organisers will be undertaking slashing over the festival grounds in the lead up to the event as well as having on site water tenders available for the event duration. In addition, the local authorities have been advised and consulted on the event, including (but not limited to) the Chief Fire Control Officer, Community Emergency Services Manager, and Donnybrook Police.

The Shire has issued an approval to exceed the noise levels prescribed under the Environmental Protection (Noise) Regulations 1997, and requires that the festival have an acoustic consultant on site to monitor and manage noise emissions from the festival activities.
