Tuia Lodge Community Survey: Outsourcing of Facility Operation and Management

At its 22 April 2020 Ordinary Meeting, Council unanimously resolved to outsource the operation and management of Tuia Lodge Aged Care Facility, whilst retaining ownership of the land and buildings on behalf of the community. Tuia Lodge sits on Crown Land (i.e. land owned by the State Government), with a Management Order vested to the Shire of Donnybrook Balingup, which permits the Shire to lease the site.

The Shire’s decision to outsource the operation and management of Tuia Lodge is chiefly based on the increasing financial challenges of running a small, stand-alone residential aged care facility. Dedicated, specialist residential aged care service providers are better placed to operate and manage such facilities. Whilst the Shire is moving to outsource the operation and management of Tuia Lodge, its commitment to ‘ageing in place’, and broader community health outcomes, continues.

Prior to commencing an Expressions of Interest process for suitably qualified and experienced residential aged care service providers, the Shire is seeking feedback from the local community to assist in its development of criteria for the Expression of Interest. 

Whilst the results of this community survey will assist in informing development of the Expressions of Interest document, the decision on a preferred outsourcing arrangement will be decided by the Council.
